Siegel (bio)Michael Landmann, the editor of Georg Simmel’s collected works, tells this anecdote about him. Simmel had submitted a piece called “Psychological and Ethnological Studies on Music” as his doctoral dissertation. His examining committee refused to accept it. As the American translator of the piece retells Landmann’s anecdote, theyinstead granted the degree for a previously written distinguished (...) study on Kant’s monadology. While Zupitza [the committee’s chair] would have been willing to accept this study on music, if it were first “cleared of the numerous misspellings and stylistic errors,” Helmholtz was more skeptical: “Regardless of my other reservations, Simmel is entirely too confident in his conclusions. And the manner in which he presented the faculty with this piece which is so full of misspellings and stylistic superficialities, which evidently was not proofread, in which sentences which are cited from foreign languages can hardly be deciphered, does not attest to a great deal of reliability. Insofar, however, as he has quite a few illustrious predecessors for what he evidently takes to be the method or lack of method of scientific study, he may let them serve as some kind of personal excuse. I, however, believe that we will be doing him a greater service if we do not encourage him further in this direction.”[Landmann 17]1It seems it is Simmel’s fate to be dismissed yet still to be recognized, if not for the work at hand, for something else. Donald Levine, for instance, notes that in Talcott Parsons’s attempt to recuperate German and French sociology for the English-speaking world, there is no mention of Simmel. He says further that his studies of art “are not well known by art historians and critics” just as his work in the philosophy of history is ignored by historians. Simmel died in 1919, but there are still recurrent “discoveries” of Simmel, as witnessed by the sporadic bursts of translations into English. The Philosophy of Money, for instance, published in 1900, was not translated into English until 1978, the famous essay “The Stranger” in 1950, and so on. Just as Simmel left no students who worked in the way he did and no school of sociology, the revivals of Simmel, which usually are marked by a sense of anticipation (“now we will not only learn something; we will carry it forward”), tend to die away without leaving important (or at least recognizable) effects. [End Page 100]It is difficult to quote Simmel and to carry on his work through the usual modifications of something already in place. There is, instead, the attempt to present him “nonetheless.” Thus Donald Levine, to whom the English-speaking world is much indebted for his translations and presentations of Simmel, says: “[t]he presentation of a coherent account of the whole of Simmel’s social thought is complicated by the fact that coherence is generally not considered to be one of the hallmarks of Simmel’s writing” [11]. Levine writes this sentence in a piece he entitles “The Structure of Simmel’s Social Thought.” There are indeed a number of attempts to say what it is that Simmel was trying to do, as though readers had decided that Simmel is unclear but that “nonetheless” we can discern something of great value—just as his thesis committee in refusing his dissertation decided “nonetheless” that another piece would do. If Simmel did not deserve a degree for a piece on the ethnology and psychology of music, surely he deserved it for a work on Kant’s monadology. It seems to be Simmel’s talent to divert interest from whatever he is saying to something else—and always to something of interest and importance. Hence the fact that his influence is much greater than appears from the relative lack of citations to him and the absence not merely of a school of scholarship but of a style of writing traceable to him. This article is composed of three parts. In the first part of the article I take up a question raised by Susanna Siegel (Philosophical Review 115: 355–388, 2006a). Siegel has argued that subjects have the following anticipation: (PC) If S substantially changes her perspective on o, her visual phenomenology will change as a result of this change. She has left it an open question as to whether subjects anticipate a specific kind of change. I take up this question (...) and answer it in the affirmative. By appealing to a widely held view of perceptual content, the view that we represent ‘factual’ properties in perception, I argue that (PC) can be refined as follows: (PC’) If S substantially changes her perspective on o, her visual phenomenology will present different views of o’s factual properties. In the second part of the article I argue that (PC’) implies that there are cases in which normal perceivers have different perceptual content under identical viewing conditions. The differences in perceptual content are due to differences in the determinacy of visual anticipation. I draw the conclusion that perceptual content is rich in the sense that it includes a unique contribution from individual perceivers. In the final part of the article, I discuss some open issues regarding the way in which (PC’) relates to the personal/sub-personal distinction, empirical models, and the distinction between perception and cognition. In our view, a central issue in relating brain development to education is whether classroom interventions can alter neural networks related to cognition in ways that generalize beyond the specific domain of instruction. This issue depends upon understanding how neural networks develop under the influence of genes and experience. Imaging studies have revealed common networks underlying many important tasks undertaken at school, such as reading and number skills, and we are beginning to learn how genes and experience work together to (...) shape the development of these networks. The results obtained appear sufficient to propose research-based interventions that could prove useful in improving the ability of children to adjust to the school setting and to acquire skills like literacy and numeracy. Research in cognitive neuroscience now considers the state of the brain prior to the task an important aspect of performance. Hypnosis seems to alter the brain state in a way which allows external input to dominate over internal goals. We examine how normal development may illuminate the hypnotic state.

This volume explores how functional brain imaging techniques like positron emission tomography have influenced cognitive studies. The first chapter outlines efforts to relate human thought and cognition in terms of great books from the late 1800s through the present. Chapter 2 describes mental operations as they are measured in cognitive science studies. It develops a framework for relating mental operations to activity in nerve cells. In Chapter 3, the PET method is reviewed and studies are presented that use PET to (...) map the striate cortex and to activate extrastriate motion, color, and form areas. Chapter 4 shows how top down processes involving attention can lead to activation of these same areas in the detection of targets, visual search, and visual imagery. This chapter reveals complex networks of activations. Chapters 5 and 6 deal with the presentation of words. Chapter 5 illustrates PET studies of the anatomy of visual word processing and shows how the circuitry used for generating novel uses of words changes as the task becomes automated. Chapter 6 applies high density electrical recording to explore these activations in real time and to show how a constant anatomy can be reprogrammed by task instructions to produce and perform different cognitive tasks. Chapter 7 shows how studies of brain lesions and PET converge on common networks underlying attentional functions such as visual orienting, target detection, and maintenance of the alert state. Chapters 8 and 9 apply the network approach to examine normal development of attention in infants and pathological conditions resulting from brain damage, and psychiatric pathologies of depression, schizophrenia, and attention deficit disorder. In Chapter 10, new developments such as functional MRI are discussed in terms of future developments and integration of cognitive neuroscience. (shrink)

This paper examines the manner through which the Philippine government has utilized free trade in pursuing its development-oriented national security policies and strategies in the twenty-first century. It argues that against the backdrop of uneven economic development being perpetuated by a deeply entrenched oligarchic system and patronage culture, the primary referent of Philippine national security is its diminishing development space. Despite the government rhetoric with regard to the role of inclusive development in enhancing national security, the Philippine political economy remains (...) highly oligarchic and patrimonial. Such a condition has resulted in institutionalized inequality and structural poverty that undermine the country's supposedly development-based security model. The ability of the very few yet very powerful Filipino elites to transform the country into an oligarchipelago underscores the inefficiencies emanating from this type of politico-economic arrangement. In light of this, the paper evaluates the impacts of the Philippines' free trade activities on its overall level of development space by focusing on several crucial aspects of free trade that the government has failed to properly consider. Moreover, it scrutinizes the key factors that affect the utility of free trade for securing and enhancing the Philippines' development space. The paper concludes by arguing that the Philippine government's attempts at linking its development-centric security interests and free trade objectives have resulted not only in the preservation of uneven economic development and but also the further reinforcement of the existing oligarchic system and patronage culture in the country. How should we understand the political morality of migration? Are travel bans, walls, or carrier sanctions ever morally permissible in a just society? This book offers a new approach to these and related questions. It identifies a particular vision of how we might apply the notion of justice to migration policy - and an argument in favor of expanding the ethical tools we use, to include not only justice but moral notions such as mercy.

We divided the many diverse comments on our book into categories. These are: theory, scope and goals of our project, methods, comments on specific anatomical areas, the concept of attention, consciousness and cognitive control, and finally other issues. Although many of the points of the critics are certainly well taken, we believe studies that have emerged since our book provide strong evidence that the general approach taken in our book is now yielding important new data on the relation of cognitive (...) processes to underlying brain activity.
